How should I modify my low calorie diet?

Hight: 5ft10
Weight: 135lb

I am skinny fat, I have been told that you got to saggy fat then build muscle because if you apply both you cant repair the musculus because you involve calories to put up muscle and to floppy weight you need less callories, so I have decided to go loose more weight and then physique my muscle, mainly conentrating on abs.

I have checked my BMI and it states to limp weight I eat 1200 cals and if I exercise eat active 1400-1500 including lean
